After being denied at Appeals Council, I'm doing my second new application.  They just sent me the adult function report.  My question is will they compare it to my old one in my first application?  Will they look at any of the evidence in that first app at all?  Or do they ignore everything prior to my denial?

They have access to it, but you are starting over from scratch. 

You need to determine why you weren't approved before, if your current medical documentation is sufficient and what your strategy is for approval.
